NADRA Marriage Certificate for Overseas Pakistanis | Divorce Certificate Pakistan | Nikahnama Pakistan | MOFA Attestation and Apostille | Family Lawyer Lahore | Best Female Family Lawyer in Lahore | Noor & Huda Associates
Picture a Pakistani family in Manchester. The husband is applying for British citizenship, and the Home Office asks for proof of his marriage. He hands over a photocopy of a handwritten Urdu nikahnama from 1998. It is rejected. He calls his brother in Lahore, who visits the Union Council and is told the nikah was never entered in the register. Weeks pass. The application deadline comes closer.Marriage Divorce Records Pakistan.
Now picture a woman in Dubai, divorced in Pakistan six years ago. She wants to remarry, but her NICOP still shows her as married, and she has nothing to show the court except an old talaq paper on stamp paper. No one ever sent the notice to the Union Council, so there is no divorce certificate in Pakistan on record.
Both stories are common, and both are fixable. An overseas Pakistani can obtain a marriage or divorce record from Pakistan without flying home, but only if the right record is requested from the right office, in the right order, and through a properly authorised representative. This guide explains how the system really works, which document foreign authorities actually want, and how Noor & Huda Associates handles the entire process from Lahore while you stay abroad.
ADVOCATE NOOR UL HUDA CHADDHAR ON OVERSEAS RECORD CASES
A large share of the overseas files at Noor & Huda Associates begin with the same sentence: “I only need a certificate.” In Advocate Noor Ul Huda Chaddhar’s experience, the certificate is rarely the real problem. The real problem is usually underneath it: a nikah that was never registered, a name spelled three different ways across the nikahnama, CNIC and passport, a divorce that was pronounced but never notified, or a khula decree that was never sent to the Union Council. A representative who simply queues at an office cannot fix these gaps. The best family lawyer in Lahore can. Her approach is to check the underlying record first, correct it where needed, and only then obtain the computerised certificate, attestation and apostille, so that the document you receive abroad is accepted the first time.
WHERE MARRIAGE AND DIVORCE RECORDS ACTUALLY LIVE IN PAKISTAN
Most people assume NADRA keeps their marriage record. It does not, at least not in the way people think. Understanding this one point saves overseas families weeks of wasted effort.
Layer 1: The Original Record at the Local Authority
A marriage is registered by the Nikah Registrar (Nikah Khwan) in the register of the Union Council, Cantonment Board, Town or Tehsil Municipal Administration, or the Arbitration Council in Islamabad, for the area where the nikah took place. A divorce is recorded by the Union Council or Arbitration Council that handled the talaq, khula or mubarat notice. This local office is the legal owner of the record.
Layer 2: The NADRA Computerised Certificate
The local authority enters the record into NADRA’s civil registration system and prints a computerised English certificate: the Marriage Registration Certificate (MRC) or the Divorce Registration Certificate. NADRA supplies the system, but the certificate is issued by the local authority, and it must be requested from the office where the original record is held, not from any office in any city.
Layer 3: Your Identity Record
Your CNIC or NICOP and your Family Registration Certificate (FRC) show your marital status and spouse. These are updated by NADRA only after the local authority has issued the marriage or divorce certificate.
Layer 4: Attestation and Apostille for Use Abroad
Before a foreign government, embassy or court accepts the certificate, it is usually attested or apostilled by the Ministry of Foreign Affairs (MOFA). This is the final layer, and it depends on all three layers below it being correct.
WHICH DOCUMENT DO YOU ACTUALLY NEED ABROAD?
For a spouse visa, citizenship or immigration application
Usually the NADRA computerised MRC, attested or apostilled by MOFA, together with a translated copy of the Urdu nikahnama. Some authorities also ask for the FRC.
For remarriage abroad or proving you are divorced
The Divorce Registration Certificate issued after the 90-day period under the Muslim Family Laws Ordinance 1961, attested or apostilled. A stamp-paper talaq deed on its own is not enough.
For a name change on your passport or NICOP
The MRC (to add a spouse’s name) or the Divorce Registration Certificate (to revert), followed by a NADRA marital status update.
For a child’s passport, B-Form or school admission abroad
The parents’ MRC and the child’s registration certificate. Where one parent is absent or uncooperative, a guardianship certificate Pakistan may also be needed.
For inheritance and property matters
The MRC or divorce record often supports a succession certificate Pakistan or legal heir certificate Pakistan, because it proves who is, and who is not, a surviving spouse.
THE LEGAL FRAMEWORK: LAWS GOVERNING MARRIAGE AND DIVORCE RECORDS
The Muslim Family Laws Ordinance 1961
Section 5 requires every Muslim marriage to be registered by a licensed Nikah Registrar. Sections 7 and 8 require written notice of talaq, khula, mubarat or delegated divorce to the Chairman of the Union Council, and provide that the divorce becomes effective only after 90 days. In November 2025, the Supreme Court of Pakistan confirmed that no form of divorce takes legal effect before the 90-day period is complete.
The West Pakistan Rules under the Muslim Family Laws Ordinance 1961
Prescribe the standard nikah nama form in Pakistan, the registers kept by Nikah Registrars and Union Councils, and which Union Council has jurisdiction in a divorce.
Local Government Laws
Provincial local government laws, and the Islamabad framework, make the Union Council, Cantonment Board or municipal body the authority that keeps the record and issues the computerised certificate.
The National Database and Registration Authority Ordinance 2000
Governs NADRA’s civil registration system, CNICs, NICOPs and FRCs, and the updating of marital status.
The Hague Apostille Convention
Pakistan joined the Apostille Convention in 2023. For use in other member countries, a Pakistani public document can be apostilled by MOFA instead of going through a chain of embassy legalisations. For countries that are not members, MOFA attestation followed by that country’s embassy attestation may still be required.
HOW TO AUTHORISE A REPRESENTATIVE FROM ABROAD
Almost every step in Pakistan requires someone to appear at the Union Council, NADRA and MOFA. An overseas Pakistani has two ways to authorise that person.
Option 1: NADRA’s Online Power of Attorney
Since December 2023, overseas Pakistanis holding a CNIC, NICOP or Pakistan Origin Card can create a Power of Attorney through NADRA’s online Digital Power of Attorney portal. The applicant uploads the signed document, records biometric fingerprints for themselves and two witnesses, pays online, and in many cases completes a video interview with the selected Pakistani mission instead of visiting it in person. Requirements can vary by mission, so check with yours.
Option 2: Manual Power of Attorney Through the Embassy or Consulate
The traditional route remains available. The Power of Attorney is signed before an authorised officer at the Pakistan Embassy, High Commission or Consulate. Under MOFA’s published checklist, a Power of Attorney from abroad must then be verified by MOFA or its camp offices, the attorney must appear in person with an original CNIC, and the document is treated as valid for 120 days from attestation and verification.
Keep the Power of Attorney narrow. Advocate Noor Ul Huda Chaddhar drafts a specific Power of Attorney limited to obtaining, correcting and attesting your marriage or divorce record. Never sign a broad or blank Power of Attorney that could be used to sell property or take other steps in your name.
THE COMPLETE STEP-BY-STEP PROCEDURE FOR OVERSEAS PAKISTANIS
Step One: Online Consultation with Advocate Noor Ul Huda Chaddhar
Book a confidential family law consultation by phone, WhatsApp or video call. Share photographs of your nikahnama or divorce papers, your CNIC or NICOP and your passport. Advocate Noor Ul Huda Chaddhar tells you which record you need, which office holds it, and whether any correction or late registration is required before a certificate can be issued.
Step Two: Execute the Power of Attorney
You sign a narrowly drafted Power of Attorney through NADRA’s online portal or at your nearest Pakistani mission, in favour of the firm’s nominated representative or a trusted relative working with the firm.
Step Three: Trace and Verify the Original Record
Our team visits the Union Council, Cantonment Board or Arbitration Council where the nikah or divorce was registered, inspects the register, and confirms that names, dates, CNIC numbers and dower details match your documents.
Step Four: Correct or Register the Record Where Needed
If the nikah was never registered, we pursue late registration. If the divorce was never notified, we advise on completing the statutory notice and 90-day process. If names or dates are wrong, we apply to the issuing authority for correction, which must be done before the computerised certificate can be printed.
Step Five: Obtain the NADRA Computerised Certificate
The local authority issues the Marriage Registration Certificate or Divorce Registration Certificate. We check every entry against your passport before accepting it.
Step Six: Update CNIC, NICOP and Family Registration Certificate
Where your marital status or spouse’s name needs updating, we guide you through the NADRA modification. NICOP changes can usually be applied for online through NADRA’s Pak ID system, using the new certificate.
Step Seven: MOFA Attestation or Apostille
The certificate is attested or apostilled by the Ministry of Foreign Affairs. For a nikahnama, MOFA’s checklist asks for the original nikahnama with the MRC and the bride’s CNIC showing her husband’s name, or an FRC. For a divorce, MOFA requires the computerised divorce certificate, and only a spouse or their attorney may apply.
Step Eight: Courier to Your Address Abroad
The finished, attested documents are couriered to your address in the UK, UAE, Saudi Arabia, Canada, the USA, Europe or elsewhere, with a scanned copy sent in advance.

Yes. Through a Power of Attorney, a representative in Pakistan can obtain your NADRA marriage certificate (MRC) from the Union Council where your nikah was registered, have it attested or apostilled by MOFA, and courier it to you.
No. NADRA provides the computerised system, but the certificate is issued by the Union Council, Cantonment Board, municipal body or Arbitration Council that holds your nikah record.
If the divorce was properly notified to the Union Council and 90 days have passed, your representative applies to that Union Council for the Divorce Registration Certificate. If it was never notified, the notice and 90-day process must first be completed.
Usually not. Most foreign authorities want the NADRA computerised English MRC, attested or apostilled by MOFA, often together with a translation of the nikahnama.
Since Pakistan joined the Hague Apostille Convention in 2023, documents for use in member countries can be apostilled by MOFA, which removes the need for further embassy legalisation. For non-member countries, MOFA attestation followed by that country’s embassy attestation may still be needed.
Yes, with a valid Power of Attorney. For MOFA attestation of a divorce certificate, MOFA’s checklist allows only a spouse or their attorney under a Power of Attorney attested by the Pakistani mission.
Yes. NADRA’s online Digital Power of Attorney portal lets overseas Pakistanis with a CNIC, NICOP or Pakistan Origin Card create one with biometric verification and, in many cases, a video interview with the mission.
In most cases, yes, through late registration with the Union Council on the basis of the original nikahnama and supporting evidence. Where records are missing, a court declaration may be required
Where the record is already correct, obtaining the certificate, attestation and courier usually takes a few weeks. Late registration, corrections or an incomplete divorce process take longer. Advocate Noor Ul Huda Chaddhar gives a realistic timeline after checking the register.
Once you have the MRC or Divorce Registration Certificate, you can apply to NADRA to modify your marital status and spouse details, often online through NADRA’s Pak ID system for NICOP holders.
